La Dirección General de Simplificación Administrativa ejerce las funciones establecidas en el artículo 70 de la Ley 5/1983, de 30 de diciembre, del Consell, y las demás previstas en el ordenamiento jurídico, relativas al estudio, la optimización y el impulso organizativo y legislativo de las cuestiones relativas a la simplificación de las tareas administrativas, la coordinación interdepartamental de los procedimientos administrativos y de los servicios de los que puede valerse o que presta la Administración, y el desarrollo y el impulso de las aplicaciones que mejoren los procesos internos de la administración pública y la calidad de los servicios públicos.

He is currently a Member of the Board at the Cybersecurity Competence and Certification Centre, previously he worked as a Cybersecurity Senior Manager at PwC and until 2018 as CSO (Chief Security Officer) at the multinational pharmaceutical group Sanofi.

He has extensive experience in IT service management, process, project, information and physical security, optimization and standardization, acquisitions and IT procurement.

He is Vice President of the Slovak branch of ISACA and co-founder and long-time Chairman of the Slovak branch of itSMF.

Desde hace 10 años dearrolla su actividad profesional en el Hybrid Cloud Computing Team en UNGSC (United Nations Global Service Center), proveedor de servicios TIC para las distintas misiones y agencias de UN en todo el mundo, así como para el propio Secretariado.
Es profesor del Máster Universitario en Derecho Digital y de la Ciberseguridad de la Universidad Internacional de Valencia e instructor acreditado por APMG para el curso de Cybersecurity Fundamentals de ISACA.
Ingeniero en Informática y Máster en Consultoría ITIO por la Universidad Politécnica de Valencia, posee las certificaciones CISA, CISM, CDPSE y CSXF de ISACA, ITIL Expert V3, ITIL 4 Professional Manager, ISO 27000 Lead Auditor, , ISO 20000 Auditor/Manager , PRINCE2-F, Scrum Manager y Lean IT Kaizen.

In 2022 he was awarded the Jean Monnet Chair in Mediterranean Digital Societies and Law by the European Commission.

He is a member of the European Data Protection Board’s Support Pool of Experts, the OECD.AI Expert Group on AI, Data and Privacy, and a UNDP (United Nations Development Programme) expert on human rights and AI.

In 2023, he was tasked by the European Commission-Directorate General for Research and Innovation to draft the Guidance Framework on Fundamental Rights Impact Assessment and AI in the context of ethics review and the role of ethics in assessing the fundamental rights implications of AI research.

Since 2016, he has been involved in several international initiatives on AI regulation. From 2016 to 2022, he served as a scientific expert for the Council of Europe’s Convention 108 Advisory Committee and authored the Report on Artificial Intelligence (2019) and the drafting of the Guidelines on Artificial Intelligence and Data Protection (2019) and the Guidelines on Personal Data in a World of Big Data (2017), both adopted by the Committee. As a scientific expert appointed by the Council of Europe – Ad hoc Committee on Artificial Intelligence (CAHAI), he authored the preliminary study for the future framework convention on AI (Analysis of the International legally binding instruments, CAHAI(2020)08-fin, 2020) and represented the Convention 108 Consultative Committee in the CAHAI.

Since 2022, he has been advising UNDP on capacity building initiatives on the use of Human Rights Impact Assessment methodologies in AI, in the Europe and Central Asia (ECIS) region and in Türkiye. He also advised the Brazilian Federal Senate on the future Brazilian regulation on AI (PL 2.338), and in 2023 he was asked by the European Commission’s Ethics and Research Integrity Sector to define the future guidance framework for Fundamental Rights Impact Assessment in AI research.

Over the years, he has also advised several organisations on data protection regulation, including the United Nations, the European Commission, the European Data Protection Board, the EU Agency for Fundamental Rights and the Italian Communications Authority (AGCOM). He was a member of expert committees appointed by national governments to draft new data protection laws in Italy (2018) and the Dominican Republic (2019-20).

He has participated and is currently participating in several EU-funded research projects on digital society and law, and has held visiting positions at several universities, including the Berkman Klein Center for Internet & Society at Harvard University, Nanjing – NUITS, Universitat Oberta de Catalunya, Universidad de Murcia, the Center for Technology and Society at FGV Direito. In 2013 and 2014, he joined the University of Oxford as a visiting researcher at the Oxford Internet Institute, working on privacy and big data, and in 2020-21 he was a member of the Rethinking Data Regulation Working Group at the Ada Lovelace Institute. He is also an affiliate of the European Public Law Organisation – Institute for Privacy Law, Data Protection and Technology in Athens and the Center for AI and Digital Policy in Washington.

His latest book is Beyond Data. Human Rights, Ethical and Social Impact Assessment in AI (Springer-Asser, 2022).

Ing. Lenka Gondová CISA, CGEIT, CRISC, CDPSE is a respected authority in the
fields of information technology, artificial intelligence, and cybersecurity, with over
twenty years of experience in strategic consulting and auditing for major companies
across various industries and services. She studied International Business at the
University of Economics in Bratislava and further expanded her expertise by
obtaining a state exam in Strategic Consulting from the Wirtschaftsuniversität Wien.
Throughout her career, she has specialized in change management consulting,
particularly in the implementation of information technology and management
systems in accordance with ISO standards. She serves as the President of ISACA
Slovakia and the Chair of Technical Committee 37 for Information Technology, which
represents the Slovak professional community in the preparation, review, adoption,
and translation of international standards in the field of information technology,

Her consulting work in ISO standards led her to auditing. Since 2000, she has
conducted over 400 audits in more than 100 companies, focusing on cybersecurity,

participation in legislative changes, including the implementation of audits under
eIDAS, certification of cybersecurity auditors, and the adoption of European
directives such as NIS, NIS II, CSA, EUCC and CRA.
Since 2017, she has held the role of Data Protection Officer (DPO) at Exponea,
which was acquired by Bloomreach in 2021. At Bloomreach, she actively works on
integrating privacy protection and artificial intelligence, leveraging hands-on
experience in cloud computing security and SaaS solutions, which have incorporated
AI technology from the outset. Currently, she focuses on AI Governance, particularly
the intersection of privacy and AI in software platform design.
